Dublin Teachers Association: Bargaining Information

The collective bargaining agreement between Dublin Teachers Association (DTA) and Dublin Unified School District (DUSD) expired June 30, 2025. DTA leaders proposed opening three articles that would ensure students have the best educators, the best supports and the best resources.


DTA Proposals in Article 14: CLASS SIZE

Proposals here aim to increase individualized attention and support for our students and keep them safe in school spaces. Specific proposals include:

Reducing Class Sizes at Elementary and High School:

  • Creating a “hard cap” of 20 students for TK classes. Schools received additional funding from the state to create this 10:1 ratio (teacher + aid). We appreciate the state for directly funding this one!

  • Decreasing the “staff at” number for K-5 classrooms by 2 students. Increasing the amount DUSD must pay teachers in overage pay for every student over that amount to financially incentivize adhering to smaller class sizes.

  • Reduce total students cap for the high school level to match the lower cap at middle school; the difference existed in our contract prior to the opening of EHS because DTA acknowledged there just was not the physical space to have smaller class sizes. Now that EHS will be fully open next year, there is no more excuse to have a higher class size number at the high school level.

    • High school

      • College Prep teacher total student contacts reduced from 165 down to 150 students per teacher

      • High school PE classes reduced from 250 down to 200 per PE teacher

    • Increasing overage pay to financially incentivize smaller class sizes

Continuing DTA’s fight for a full time counselor at every elementary school

  • Previously, DTA successfully bargained the contractual guarantee of a full time counselor at every elementary school site. DUST management is now trying to delete that guarantee.

Special Education Inclusion Program Supports

  • Last year, DUSD began a district-wide Inclusion Program. DTA is in support of an inclusion program, as fully inclusive classrooms help all of our students grow their social and emotional skills in a way that no other program can. However, an inclusion program becomes harmful to all students if the proper supports are not in place. DTA put together a special research group last school year to dive deep into different inclusion plan models. Though our educators have several different ways of creating a sustainable and student-centered caseload plan for our Special Education teachers so they can best support every inclusion classroom, DUSD management has shown no interest in even discussing these ideas at the bargaining table.

DTA Proposals in Articles 8 & 9: Salary & Healthcare

Proposals here aim to improve DUSD’s ability to retain & recruit the best educators for our students. More and more school districts are recognizing the need to provide stronger healthcare support to educators and their families in order to keep teachers in their district.

Cost of Living Salary Adjustment

  • 3.5% salary increase

    • This is the combined cost of living adjustment for the past two years as DTA members received zero salary increase in the 24/25 school year

  • Additional changes to the salary schedule that will ensure we are recruiting beginning teachers and retaining veteran teachers

Incremental Improvements to Healthcare

  • Current employer-covered healthcare plans are based off of the cost of the district’s Kaiser plan.

  • Single coverage: move from 80% employer-covered to 100% covered

  • Single +1 coverage: move from 80% - 90% employer-covered

  • Family coverage: move to 80% employer-covered (currently the amount from Single +1 is applied)


DTA leaders fully recognize the importance of fiscal solvency and have identified multiple sources of fiscal capacity that could be utilized to fund our proposals.
