DTA wins investment in students. DUSD immediately responds with cuts.

On March 12, DTA membership responded to a vote of no confidence in Heather Campos as Asst. Superintendent of HR. The results were that 95.3% of DTA members have NO CONFIDENCE in her (with 93% participation in the vote). This means DTA members have less confidence in Heather Campos than they do in former Superintendent Chris Funk.
Harmful and Ineffective Management
Campos chose to sow fear and instability by issuing over 50 Reduction in Force (RIF) notices on March 13, 2026. These notices are legal requirements that must be issued before March 15th, however issuing such a high number is an extraordinary measure intended to intimidate community members after winning a powerful Tentative Agreement (TA) that invests in students.
The real number of RIFS are likely to be significantly lower, if any are actually required at all, after Campos stated that the tie-breaking procedure passed by the Board of Trustees at the February 24th school board meeting proved to “ require extensive analysis to finalize. Due to that, any employee that is in a tie-breaking situation is being noticed. “
The choice to notify all members who could potentially be impacted instead of just those who would have been identified by the tie-breaking procedure indicates that she is either unable to do her job without consultants, or she is intentionally attempting to frighten Dublin educators, schools and families.
If the failure to do her job wasn’t enough, Campos also fails students, schools and the community.
TA collaborated to create the new tie-breaking process → Campos can’t use it.
DTA asked for an additional work day in the TA negotiations to help educators prepare their classrooms → Campos denied that.
DTA Educators are going to welcome students back on Monday → Campos alarmed and demoralized school administrators and beloved department teams with these RIFs.
Misleading Educators and the Community
DUSD management has threatened layoffs since negotiations began. They falsely claimed that Tentative Agreements reached after educator strikes cause massive teacher layoffs. In reality, DUSD’s resistance to re-priotitizing the budget to put students first, constant budgeting mistakes and overspending on consultants to do the work they are unable or unwilling to do themselves are the root causes of any budget shortfalls.
Last year, there were three DTA members given these notices (covering less than 2.0 FTE), and not only were all three members brought back, but also our part time members received more FTE to cover our growing need for educators in DUSD.
RIFs are a tool used when enrollment is declining or when schools are closed. Neither are happening in DUSD. The opposite is true - DUSD is opening a brand new school. There is no logical reason to have a reduction in force this large.
It is important for all to know that these notices are not OFFICIAL notices of RIF layoffs. An official layoff could be possible, but as DTA members, these educators will be given CTA Group legal services for their next steps.
Finally, these RIFs were calculated prior to TA ratification and they do not reflect the new staff-at numbers or class size soft/hard caps. Unfortunately, management may still opt to pack classes and pay overage, reducing FTE at each site
